Job Description & Responsibilities

The Bid & Proposal Analyst leads the development of competitive proposals in response to RFIs, RFPs, Sources Sought notices, and BAAs across all DoD service branches. This role is responsible for producing compliant, persuasive, evaluator-ready submissions that advance Persistent Systems’ capture pipeline across Army, Navy, Air Force, Marine Corps, Coast Guard, and allied/international partner programs.

 

Position Responsibilities

 

  • Manage the full proposal lifecycle: kickoff, outline, writing, review cycles, and final production for DoD solicitations (RFP, RFI, BAA, OTA, IDIQ)
  • Coordinate Technical, Management, Past Performance, and Price Narrative volumes in compliance with FAR/DFARS and Section L/M requirements
  • Develop and maintain compliance matrices, proposal outlines, and storyboards
  • Leverage AI tools to accelerate proposal drafting, compliance checking, and competitive research — maintaining rigorous human review of all AI-generated content
  • Coordinate with engineering, program management, contracts, and legal to capture accurate technical content, data rights language, and security compliance narrative 
  • Facilitate proposal kickoff, color team reviews (pink/red), and win/loss after-action analyses 
  • Maintain proposal content libraries, past performance databases, and boilerplate repositories

Job Qualifications & Experience

Minimum Qualifications

  • Demonstrated, hands-on proficiency applying AI tools to drafting documentation: LLM-assisted drafting, prompt engineering, AI-assisted compliance checking, and competitive research 
  • Proficiency with Microsoft Office Suite, Adobe Acrobat Pro, and SharePoint-based collaboration environments. 
  • Eligible for a U.S. Government security clearance; active clearance strongly preferred. 

 

Preferred Qualifications

  • Active Top Secret / SCI security clearance
  • 3 years of experience as a Technical Writer, Proposal Manager, or Response Coordinator in the defense industry with a demonstrated record of wins on competitive federal acquisitions. 
  • Experience responding to solicitations from Army (PEO C3T, AFC), Navy (NIWC PAC/LANT), Air Force (AFRL, AFLCMC), Marine Corps, or Coast Guard. 
  • Proficiency with FAR/DFARS, CMMC, OTA solicitations, and the DoDI 5000 series acquisition pathways. 

 

 

Education & Experience

  • Bachelor’s degree in English, Communications, Technical Writing, Political Science, or related field; equivalent experience considered. 
  • APMP Foundation or Practitioner certification

 

 

Work Environment & Physical Requirements

Standard office environment with a shared desk space and opportunity for hybrid schedule.  Ability to stand/sit throughout the day using a computer and other standard office equipment. No offsite travel required.

The base pay for this role can vary from $93,000 to $113,500 a year based on the selected individual's education and experience.
